Accessing sources of innovation beyond the Defense Department is critical for national security in the future. However, the defense acquisition system is leading many commercial firms to choose not to do business with the Defense Department, or to limit their engagement in ways that prevent the Department from accessing the critical technologies that these companies have to offer.
